According to the book SCIENCE FICTION ART - THE FANTASIES OF SF by BRIAN ALDISS this was actually the cover for SCIENCE FICTION, December 1939 and depicted a scene from PLANET OF THE KNOB HEADS by STANTON A. COBLENTZ.
